The wailing What? Cheer Brigade – a big brass band from Providence, Rhode Island – made a tour stop in Troy recently, but rather than settling in at one of the usual performance venues around town, they unleashed their concert – or was it a party? – under the Hoosick Street Bridge in true guerrilla fashion.
